非洲開發銀行集團亞洲外部代表處（SNAR）于2012年10月在日本東京成立，是非洲地區之外第一個代表處。主要負責中國、日本、韓國和印度四個亞洲地區成員國家的相關業務，主要業務范圍包括：強化與亞洲地區官方和民間的合作關系與對話交流；構建推動對非投資、非洲商業振興的創新模式與方法；通過與非洲大陸投資、商業環境相關的信息傳播，對非洲開發銀行10年長期戰略以及五個優先課題（High 5s）做出貢獻。
